Toussaint serves in the Partnerships department, but also functions as a shared resource for the Business Development, Research, and Marketing teams. He brings experience in economic development and planning from roles at the municipal level and international experience in market research and business consulting.
Prior to joining AdvanceCT, he served the Town of Manchester-by-the-Sea, MA as a Land Use & Zoning intern in the Planning Department, where he completed a report offering recommendations on amending the Town’s Zoning Bylaw and permitting processes to allow for commercial and residential development in the town’s Limited Commercial District, resulting in a Phase 1 contract with the Metropolitan Area Planning Council (MAPC).
He’s also interned in City of Stamford, CT’s Economic Development Department, where he produced 8 of the city’s first Economic Development Activity reports to inform stakeholders, attract business, encourage investment, and draw residents.
Internationally, Toussaint held market research positions at Dataway Horizon, formerly Horizon Research Consultancy Group in Beijing, China and Sinapis Group in Nairobi, Kenya.
Toussaint holds a Bachelor of Arts in International Affairs and minor in Economics from Gordon College, where he was also a Clarendon Scholar. Toussaint has also studied in Beijing as a New England Board of Higher Education (NEBHE) - Chinese Government Scholar.
